You haven't really given us a description of your computer... Did this behavior suddenly occur? Were any changes made to the machine before this error? Did you install any updates or programs related or unrelated to Visual Studio?
With limited information, I can only recommend this:
- Uninstall Visual Basic Express
- Reinstall the .NET 4.0 Framework
- Install Visual Basic Express

Hi Cheeni,
Welcome to the MSDN forum.
First of all, you need to description your issue more detail, have you installed some third party add-in or do any other action have relationship with VS?
Apart from suggestions from Jordan and Kevin, I will suggest you to repair your VS with the help of following link:
How to: Repair Visual Studio: http://msdn.microsoft.com/en-us/library/aa983433(v=vs.90).aspx
Hope this helps.
