Any file can be stored in TFS Source Control and you can check them in and out via Team Explorer.
As far as opening the files in a PB development environment, if you have a development tool that integrates with TFS like Visual Studio does the experience can be seamless. However that would be an integration point your development tool would need to implement. At worst case you can check your files out of TFS using Team Explorer, open the files from your Workspace (local disk) in your PB development tool to edit them, and when you're ready check the edited files into TFS using Team Explorer.

I am sorry that I do not understand your issue very clearly, what do you mean by "How can Powerbuilder Language be used in Team Foundation Server"? Do you mean you would like to use Powerbuilder Language to do some TFS operations just like PowerShell? Or you would like to integrate Sybase PowerBuilder 10.5 with TFS2010? If so, you can achieve that by installing MSSCCI, go: http://www.microsoft.com/en-us/download/details.aspx?id=21109

PowerBulder is not a Microsoft product. You asked about TFS initially, but it sounds like you were really interested in developing PowerBuilder code in Visual Studio. While Visual Studio and TFS tightly integrate with one another, they are separate tools.
For PowerBuilder development you'll need a PowerBuilder IDE, of which Visual Studio is not one.
