it's no to say the post is resolved, just give credit since the community's reply is in the right direction, although no specific troubleshooting method is provided, but the original poster discontinued.
Did you get any detailed error message in ULS log?
And how do you associate workflow to list? anything to do with http://blogs.msdn.com/b/sharepointdesigner/archive/2011/05/02/association-columns.aspx?

When I search for the correlation id in the logs it does not exist. I have verbose logging turned on.
Trying to associate to the list by choosing "Associate To List" from the ribbon in SharePoint Designer 2010.
It fires up the browser which shows an error "An unexpected error has occurred".

I've been having this issue as well, although I've found why it didn't work (for me at least).
I found that you have to click the 'Publish' button to publish the workflow to the SharePoint server before you associate it to the list. If I don't do that first, I get the 'unexpected error'.
It would be helpful if SharePoint or SharePoint Designer could tell you this.
