It depends on who define the rules and the complexities level? If your rules should be managed by Business User then you should look for a Business Rule Engine and if your Rules are defined by Technical user like Developer then you should think of using a normal Rule Engine.
In Microsoft platform, there is a free rule engine which comes with Workflow, you can refer http://msdn.microsoft.com/en-us/library/dd554919.aspx. But for some reason I feel it is not good for complex level rule set.
Business Rules Framework known as MS BRE could be another option but it need a BizTalk license though it says it is a standalone C# component. Refer:
http://msdn.microsoft.com/en-us/library/aa561216.aspx
http://www.microsoft.com/biztalk/en/us/business-rule-framework.aspx
You can do a Trade off on Ms-BRE and WF rule engine and can use it on your application. The below link should help you to do a differentiate
http://karlreinsch.com/2010/02/05/microsoft-rule-engines/
There is few open sources initiative like DROLLS.Net, NxBRE and InRule and many more and out of all I like DROLLS.Net which is very popular on java world. But what I learn that DROOL.net is not a complete re-write from java version infect it need a Java runtime even though you use .net version of DROOLs.
To answer your question, stick with either WF rules or MS BRE.
