HI, I would like to design UI with the silverlight using expression blend 4. Please guide me how can i do that

I am using windows embedded compact 7 and C# managed code in Arm 11 platform.

AFAIK you can not as it is not available, only native version is: http://msdn.microsoft.com/en-us/library/ee502198.aspx 

I suppose you can try using P/Invoke and COM interop but that would be changing.
