.NET Framework Performance

Question

nowadays speed is very important for computer users (infact for all of people).  unfortunately .NET Framework programs with all of their features are not fast running. one proof that make programmers use other languages. D language (http://www.digitalmars.com/d/) is a promise for C/C++ and other languages programmers.
Can .NET to test(analyze) a application during compiling, and finalize compiles directly to machine code, in order to applications will be run faster with high performance ?
