problems launching Window Performance Recorder (not on top)

Question

When I launch Window Performance Recorder it shows up on my windows toolbar, but I can never expand to desktop window.  tried uninstalling and reinstalling with the same results.  It was working for a short time after I first installed the windows 8 sdk.  any ideas
