Help with Ip connection in WPF

Question

Hi, i am develop an app, with monitoring some computer.
But a have some problem when the computer is in the some network, the is not direct connect to the internet.
Exemple: Router ip 189.0.0.0, CPU inside in this network 192.168.0.21.
How to ping this cpu, inside in this network, the router ok, but the cpu inside.
Is possible to to this?
