Chat icon behind main icon but unable to open chat icon

Question

Using Win 7 64 bit   WLM version 15.4.3508.1109

I can't page for a chat  AND

When someone pages me I see their icon on the toolbar behind the windows live messenger icon but I am unable to  open the chat screen... alt + tab shows the screen in small form but clicking on it doesn't open it.

 

I have uninstalled and reinstalled without any change

if you have multiple displays on your computer, it is possible to find  the chat window on the secondary display.
