    How to encode IWICBitmapSource(PixelFormat = GUID_WICPixelFormat32bppPBGRA) in "PNG-8"(ContainerFormat = GUID_ContainerFormatPng, PixelFormat = GUID_WICPixelFormat8bppIndexed) without transparency
