Catalog Error- "The System application on this computer...." When stopping COM+ Applications

Question

New to the forums here, but I'm getting this error more and more in Windows 2008 and 2008 r2 on various servers when stopping COM+ applications.  Sometimes it happens, while other times it doesn't.  A restart almost always fixes the issue.
