What type of payment methods can I use to start my Developer account?
In order to begin your registration process we require a Credit Card such as Visa, Master Card, or American Express to be on file with each registered developer. The use of pre-paid cards is not currently an option and will not be approved. This is also a requirement even if using a token. When you have entered your token the cost will reduce but the Credit Card will still be required.

I have a problem, i've used a visa (but a debit visa), everything is correct but when i go to introduce the import (1 eur), it's not working, and i can't introduce the number code giving me as a concept, i just have MSFT *BILLING BILL, not a number code ¿What should i do?

Thursday, October 04, 2012 1:11 PMI got a student code but still had to enter my payment info. I tried MasterCard but it gave me an authorization error. My payment info couldn't be authorized. I'm using a prepaid MasterCard. Could that be it?

Folks, you need to add a pure credit card, that is NOT a prepaid/debit card at https://commerce.microsoft.com/PaymentHub/PaymentInstrument
and then associate that card to your portal account at https://commerce.microsoft.com/PaymentHub/Subscription

I face similar issue. It has been a week since a ticket has been raised to the Support mail. No response either, i'm totally disheartened, Should the case be resolved in another 48 hrs, I'm quitting Windows 8 Development Store. It would be even great if you change the payment mode options, it's not possible for everyone to own a creditcard. Do reconsider.

Next joke from the Support Team:
they tell me that the ONLY reason why I can't not use my pre-paid Card is that Microsoft can't identify me based on this Card.
HELLO! Microsoft, with this Card you can send me every month an invoice for my Office 365 usage but can't identify me for developing apps for the store!?!?!?!?!?!?!!??!
I am realy exciting what will Microsoft do with People that has pre-paid credit Card and want to subscibe to an Office 2013 subscription that will come soon. :)

Anyways i entered my VISA debit card information, and even though it gave me the error that we cannot authorize payment method, i still got charged a dollar, in addition i registered as an individual but it shows my account as a business account in billing.microsoft.com

Me too I have prepaid MasterCard form Payoneer and i have a problem, I Think Microsoft should accept Pre-Paid Card because there's who can't have a Credit Card like Me :)

Dear God, what are you doing Microsoft? This is a really serious issue, you are wasting time of thousands of quality developers because of this. I have the same problem, i even got my student code to open up a free account (i am really thankful for that!), but it is still asking for a credit card??? I have been using my debit/prepaid card for 2 years, paid for various services online/offline with it and this is the first time i encountered such nonsense. Please, give us at least an update, or anything, any notice from your official, we would be thankful.
PLEASE do something about this.

In the end i resolved my issue by taking my mother's credit card, which is kind of embarrassing... But many people have no access to credit cards so this is still a very important issue.
I understand that you are requiring only credit cards for verification purposes, but hey, there is better way, here:
if (paymentCard.type == credit) { //everything is fine, just open up an account //(the current solution) } else if (paymentCard.type == debit) { //request additional verification to be uploaded // i.e. Passport, driver's licence etc... }Just add that "IF" and problems of many people will be solved. People who use debit cards would have to wait few more days until Microsoft officials verify their account, but it is still better than having no option to register account at all!
