Metro App registration...

Question

Hey guys..

I have recently started building a metro app and i have come to know that i have to register at metro app store at a fee. I don't intend to get any profits from the app as the scope is little since it is a small memory game app. Why am i being forced to pay when i don't expect to get anything back? Iis this to ensure quality and stop random people from posting apps..? Before you say it'ss only 49$ blah blah.. I am not a rich guy and every dollar counts..
