Can I use Mobile Broadband api to get Cellid of Mobile networks,such as 3G card?

Hi

I want to get CELLID and LAC in Windows 8, and I can get them through serial port by using AT command. There is

IMbnDeviceService::SetCommand method in Mobile Broadband API. And Can I use it to send an command to get LAC and CELLID just like using AT command.

If ok, how to set the parameters of setcommand().

If not, is there any other way to get LAC and CELLID in Windows 8 without serial port ?
