QuestionWindows Installer Error?

    I've been trying to download the new Windows Live Messenger, but am getting the error: Windows Installer could not be accessed. Please contact your service provider. 

    So I've tried a few options I could find on the internet. Nothing really works. I tried unregistering it/registering it again. And also renaming it and saving a new one (that wouldn't work because the file I typed into command could not be found). I've tried to install the latest installer update. 

    Also, when I go to the windows installer properties, and click start, and error comes up saying: The windows installer on local service started then stopped. Some services stop automatically if they are not in use by other services or programs. 

    How can I get rid of this? It also won't really let me install anything else. Also, I am using dell XPS, & Vista.
