How to enable concurrent remote desktop connections in Windows 8 preview edition?

You can't, just like you haven't been able to do this with any Windows
client up to Windows 8.

Andre is suggesting patching the termserv.dll file located in the System32 folder. I believe the way this is cracked is by hex editing the termserv.dll from a desktop OS while comparing to the same dll on the server OS. Probably won't be a way to do this until server OS is available.
