Signtool.exe is part of the windows platform SDK. If you have installed the platform sdk you can find the sign tool exe at path <INSTALL_LOCATION>\Microsoft Platform SDK for Windows Server 2003 R2\bin.

The platform SDK can be downloaded from microsofts download pages. Here a link for downloading the whole platform SDK: http://www.microsoft.com/downloads/details.aspx?FamilyID=484269e2-3b89-47e3-8eb7-1f2be6d7123a&DisplayLang=en

And download 4Gigs just for that couple of kb? It's easier to just download that signtool.exe file from somewhere.

a link would do just fine!

If you use the Windows 7 Platform SDK web installer that lets you download just the components you need—so just choose the .NET developer tools and deselect everything else. I'm guessing it would work similarly for Win 2003 and 2008 platform sdks.
