How to register for Azure with MSDN Subscription

Question

I tried to "Activate" my MSDN  Azure subscription benefits but after I clicked "Activate" button I got a message that the offer is no longer available and that I can check-out other offers. Befre trying to "Activate" I logged in ti mSDN with my Windows Live ID.

Are there any instructions about the steps you need to take to Activate Azure Account? Do I need to create Azure Account first .. etc....

Good suggestions would be nice.
