Licensing in Windows Azure VM Role

Question

What licenses would I need if I used a Windows Azure VM to publish an application using Terminal Services with TS Web Access to internal employees?  What about if they are external customers?

I know I don't need an OS license because it's covered when I'm using Azure.

The Azure FAQ says I do not need Windows Server CALs to access the Windows Azure VM Role, but I'm not entirely sure what that means.

Unfortunately you cannot do that. It's a license restriction:
