Is it possible to work with two apps side by side at the same time?

For example I might be using a social metro app and want to be reading and referring to an article on the web in IE at the same time..

The question context is UI design of metro style apps. The example is a potential use case scenario. The conclusion is from Guidelines that "The snapped view is always 320 TIPs wide" so this scenario would not be feasible?

Correct. I suggest that if you're just getting started with Metro style app development you go through the Getting Started documentation so you can get a good idea of what Metro style apps are and what they can and cannot do.
