1. I have recorded a webtest, Web test includes sending an email with an attachment . I have received an email with an attachment successfully.
2. When i ran the web test it's failed and the error is displaying "1 primary request and 0 dependent requests failed"
And my question is can we test mail functionality with attachments in VSTS? If yes, then why i'm getting an error?

Roop009,
Can you elaborate the error details/ exception that you are getting? What is the response of the failed request? Also, See:

Hi Roop009,
Thank you for posting in the MSDN forum.
As Tejas’s suggestion, it will be better if you could share us the detailed error message? Then based on the detailed error message, we could try to narrow this issue.
In addition, do you mean that you want to upload the Email file in your web test? If so, when we want to upload a file in a web test, we often add it as a deployment item on our test. For detailed steps, see “How to upload a file in a Web test”. Hope it could help.
Best Regards,
