The TFS beta 3 VPC has finally been released.  It should be available from MSDN either now or by the end of the day Monday (depending on how long it takes to propagate).

Well. it's Thursday... Still no sign of the Beta 3 image. I guess by the time it makes to the MSDN downloads, the Beta 3 refresh is going to be out...

The beta 3 VPC is finally up on MSDN.  In the next week or so, there will be a beta 3 refresh VPC (yeah, famous last words).
