User not found for Visual SourceSafe 5.0

My company is still using Visual SourceSafe 5.0 for storing some old application code. It has been working fine until now. I am trying to add a new user to the application. I have updated the users.txt file and initialized the folders in the users directory. The user has installed the client. But when the user tries to use the client he gets the message 'User not found'. I have checked everything that I can think of to see what might be causing this error. VSS is working fine for me and for others but I am unable to add this new user. I tried adding a different user and they get the same error, so it seems as if we are unable to add any new users.
Does anyone have any suggestions for where I can look to find what might be causing this error?

Unfortunately, the VSS 5.0 is obsolete and out of support. I think you should first to check the network configuration, and did you test to login the new added user at local? Try to config one new empty project with the new users, and let the developer to connect again, and be care the gateway, the DNS if your VSS crosses internet.

Michael,
Since VSS 5.0 is no longer supported, you may want to try a test:
a) Copy over your VSS directory to a new machine/location.
b) Install VSS 6.0 w/ all the latest updates, service packs, etc.
c) Open the VSS 6.0 admin tool, against that NEW database location. If it needs to convert it from VSS 5 format to VSS 6 format let it proceed.
d) Still within the VSS 6.0 admin tool, try to add your user.
If that works, the new test user can login, and access the VSS 6 database, that may be one way to get you up and going.
