VS 2012: Source Control Explorer can't open a .props file for viewing

In VS 2012 in Source Control Explorer, I am not able to open a .props file.  When I right-click the file and select View, I get the error: "The selected file cannot be opened...".  There is no "View With" context menu option presented.

In VS 2010 I can open the file using the "View With" context menu option. 

Is there a way to fix this?  Thank you.

I have just answered my own question.

"View With" is a function of TFS Power Tools.  The fix is to install them:
