If Visual Studio IDE is not opened by "Run as administrator" in Vista, this will cause a UAC prompt, which you should accept. So I suggest you to open IDE via "Run as administrator".

Please help me to check out and try turning off anti-Virus software if there is any.
Here is someone who had similar issue that Visual Studio 2008 reported this error "The Application Cannot Start" on startup when "Run as Administrator".
See: http://blogs.msdn.com/pandrew/archive/2009/02/25/the-application-cannot-start-thanks-alex-riley.aspx
Please try the method by using procmon to track what was happening to in VS.NET when you opened it.

Thanks

Please remember to mark the replies as answers if they help and unmark them if they provide no help.Thu, 09 Apr 2009 02:33:49 Z2009-04-09T02:33:49Zhttp://social.msdn.microsoft.com/Forums/en-US/vssetup/thread/f50664ff-8d12-473f-a7ab-79e2f59ec8c1#b356df65-969c-4a73-b388-cf6a603359fchttp://social.msdn.microsoft.com/Forums/en-US/vssetup/thread/f50664ff-8d12-473f-a7ab-79e2f59ec8c1#b356df65-969c-4a73-b388-cf6a603359fcYiChun Chenhttp://social.msdn.microsoft.com/Profile/en-US/?user=YiChun%20ChenInstalling VS.Net 2008 Professional with SP1 on a Windows Vista Home Premium 64 BitHi Karthikeyan,

We are changing the issue type to “Comment” because you have not followed up with the necessary information.
