I am trying to install Silverlight 3 Tools for Visual Studio 2008 SP1, but failed at the step installing KB967143 for Visual Studio 2008 SP1. The following event was logged:

Apparently, KB967143 and KB967144 are required by the Silverlight tools. The installation process stopped here as KB967144 depends on KB967143.

The log files tell me that your issue refers to assembly manifest.
The assembly manifest contains this assembly metadata. An assembly manifest contains all the metadata needed to specify the assembly's version requirements and security identity, and all metadata needed to define the scope of the assembly and resolve references to resources and classes.

It seems that there is something corrupted with this assembly. I'm not quite sure what the real cause is. You might try Automated uninstall tool to uninstall ALL components installed with Visual Studio 2008 products and reinstall it again. If it still doesn't work, you might try restoring your OS to start from scratch.

More clarification:
What's your OS?
I found that you have installed some plugin or third party software along with Visual Studio 2008, right? I would suggest you to remove all of them >> reinstall Visual Studio 2008 Professional Edition to start from scratch, so that we can eliminate the possible cause of other softwares or plugins. Then apply SP1 and install KB967143 and KB967144.
If any problem occurs during the installation, could you please try collecting the log files of KB967143 Log file (like http://cid-a6cd3deab1f26c7e.skydrive.live.com/self.aspx/Public/KB967143.logs.zip ) from your "%temp%" folder?
- Be sure to delete all existing log files in the %temp% folder, re-install the package, and then collect the log.
Then you can upload the log file to Windows Live Skydrive .

I am using Windows XP SP3.
Yes, I had some third party software install. I uninstalled them yesterday night and then cleaned up all Visual Studio 2008 components with this tool , and then reinstalled Visual Studio 2008, and finally the SP1. However, this did not help either.
I have just extracted the VS90SP1-KB967143-enu.msp file from the Silverlight_Tools.exe , and ran the following command:
msiexec /p VS90SP1-KB967143-enu.msp /L*v KB967143_install.log
The log file is available here:

P.S. KB967144 may not be required. I later found out that it is just for Visual Studio 2008 Web Developer Express.

The error code "0x80131018" means "The module was expected to contain an assembly manifest". It seems that your issue is related to assembly manifest. And the assembly is 'Microsoft.VSDesigner'. Microsoft.VSDesigner is only installed on computers that have Visual Studio installed. Version 9.0.0.0 is only installed when Visual Studio 2008 is installed. So I suspect that your issue is related to VS2008. You can try repairing or reinstalling it.
Meanwhile, you can also try the Silverlight specific forum for help: Silverlight - Installation and Setup since it is related to Silverlight Tool. You can have more chance to get your problem solved.

What you pointed out is inspiring! Actually when the installation was still failing after the complete re-installation of the Visual Studio, I have suspected the problem to be related to the global assembly cache (GAC). I tried to clear the cache for this assembly with the gacutil command, and the output was:

Since I don't know much about GAC, and I just thought I might have something wrong with the command arguments, I didn't proceed further. However, from your observation, this seems that the manifest should be related. Where is the assembly manifest suppose to be? My drive was recovered from corruption sometimes ago, it may be when the manifest file was lost.
Unfortunately after several times of re-installing VS2008, the same error was still prompted. :(
