Question

If I have a failed test it does not execute any test below it. Is this normal?

Nope, This is not normal. You might have to look in to your code , and try to troubleshoot it :)

You might also want to confirm that the tests are actaully not executed. You will see only one test result saying that it failed bit if you double click it, you should see all the test results.
