"Manage Help Settings" in Visual C# 2010 Express

Question

New installation of Visual C# 2010 Express. I try Help --> View Help and get a window saying that I have not selected whether I want to use local help or help from the internet. It also goes on to say I can change my selection later if I wish by going to Manage Help. So I select Local Help.  Wel it turns out that there is no local help. It does not nool like anything has ever been installed. So I go to Manage Help expecting to be able to reverse my choice of local or internet and find that Manage Help only allows me to select where to find local help. There is no option available to select internet help.  This is wrong. Local help should be installed and work. Manage Help should allow for switching between local and internet.
