Bing People search

Using Bing SOAP services doing a search request if I set my SearchOptions as follows...
mySearchRequest.SearchOptions.ListingType =
ListingType.Person;
and then enter "Torres; Derby, KS" I get a list of people named Torres along with their address information, etc.
Who are these people? How did they get in the database? Did these people register somehow? I read about a Bing/Facebook connection. Are these people facebook users?

They are unlikely to be Facebook users or any other online user.
There are many free databases containing address and phone information. Keep in mind that a local phone directory would also have name, address, and phone information freely and publicly available.
