problem deploying visual basic express application - requiring visual basic powerpacks ver 10

I created a program using visual basic express 2010. I uses the printform object thus I must include microsoft visual basic powerpacks as a service reference. When I publish the application and try to deploy it on another machine it installs the .net packages then says "Unable to install or run the application - requires that assembly Microsoft Visual Basic Powerpacks vs 10.0.0.0 be installed in the Global Assembly Cach (GAC) first". The computer where I developed the application is windows 7 64 bit. The destination computer I am trying to install it to is windows xp bit service pack 3 - if that makes any difference . How do I solve this problem ? Would greatly appreciate an answer
