You can try the Test Case Migrator (Excel) Tool: http://tcmimport.codeplex.com/

What do you want to import? TFS 2008 does not have the manual tests like in TFS 2010.

what I'm actually looking for is a simple manage of test cases in TFS 2008.
Meaning, define a new WI for Test Case, maybe link it as "related WI" to each task WI, and to learn how to use TFS reporting capabilities to check for coverage.
Do you have by any chance example XML for WI representing test case ?
And also can you please advise how can we use the reporting capabilities to check for coverage.
