    Unable to edit the test steps and parameter value fields when we try and create a new testcase using TFS web accesss
    Further after saving too we are unable to edit the test case steps
    Is this the expected behaviour ?

    Yes, this is by design.

    Test Steps control is read-only in Web Access. You can still create or modify Test Case and Associated Step work items in Web Access, but you can't change the test steps in them.
