outstanding merge report

Question

All,

We have development branch and Main branch. We have time frame of 1 and 1/2 day to complete their merges to the Main from the development branch. When this time windows exceeds then we want to get the report of list of users violating this time windows.

Is there any way I can get this information using any API or direct query or reporting service.

Please advice.

I think it should be possible in the version control history, since the checkin action on those files is merge.

But I was thinking: why do you not just make the Main branch readonly when you are out of that window?
