we are also getting 'Unable to get global configuration data'.  Is this maybe an issue due to the rights that the person that did the upgrade.  Also some users are unable to access some projects.  Any help would be great.

    Hello,

When did you see this error message? When you connect from Team Explorer to TFS server or go to project protal?

The error message indicates there is an error occured on the web server. Can you check both the TFS server and WSS server's event log and let me if there is error or warning messages?

Can you create new team project now?

The error 'Unable to get global configuration data' indicates that the service account for the WSS doesn't have DBO permission on the WSS database. Verify that the output from TFSAdminUtil ConfigureConnection contains that correct site/port numbers.

    Thanks.
