TFS Configuration default Collection Error:TF42071:argument 'updates' has invalid input at index '0'

I am trying to complete a migration upgrade to TFS2010 but cannot complete configuration due to error:TF4201. I have searched for 1.5 day and cannot find any information. I receive the BUILD error during the final upgrade process.

TF42071: The input argument 'updates' has invalid input at index '0'. (Detailed message: The time zone ID 'Coordinated Universal Time' was not found on the local computer.

I have noticed that my original server used GMT and the new server uses UTC. I tried resetting the server time and using EST but it has not helped. I can use some help. 

original configuration: Windows Server 2003,SQL Server 2005, IIS 6.0, WSS 3.0, TFS 2008, time zone in GMT

new configuration: Windows Server 2008 (x64), SQL Server 2008 R2, IIS 7.0, WSS 3.0 SP2, TFS 2010, time zone UTC

I would suggest to install TFS2010 sp1 and then try to upgrade. It would be great if you can share the error log.

Thanks for your post.

 On your new configuration machine(Windows Server 2008(x64)), open the Time Zone Setting, please check if there has the Coordinated Universal Time.
