Assignments of Completed Tasks

I'm somewhat new to TFS reporting and we have a modified CMMI template that is being used for agile development. We're having problems with some of the reports and I'm not sure if that is a limitation in the way that TFS works, something we're doing wrong in our implementation, or a problem caused by the customized template we're using.
The problem is this - when we run a burndown report, it shows a large number of completed tasks that are not assigned to anyone. If we go back and try to reactivate the tasks, assign them to someone, and then close them again; it removes the assignment as soon as you close the task. I asked the person who manages our TFS implementation for us and he said that TFS always removes the "AssignedTo" field when you close a task. That doesn't seem to make sense to me - there must be a way to report on what tasks have been completed and who completed them.
Can anyone help me understand what's going wrong here?

What’s the version of your TFS and CMMI template, TFS 2010 and CMMI v5.0?
What’s the “TFS always removes the “AssignedTo” field when you close a task” mean? TFS will clean the Assigned To field value when close the Task?
Please to do this test:
1 Using VS 2010, create a new Task and assign it to a TFS user,
2 Edit this Task to change its state to Closed, then save it.
3 Reopen this Task in VS 2010, check the Assigned To field, the TFS user be removed from Assigned To field?
If the Assigned To filed is empty after did this test, please share your Task work item type xml file here.
And why not use the Agile v5.0 template in TFS 2010 directly for your agile development.
