I would like to know if ther is a way to find out Work Item Template import histiry.
I really wanted to know who and when a work item template was imported to a team project.
Please help me.

As far as I know there’s no default way to get the Work Item Template import history. And we usually only set the team project admin user can custom the work item type, please refer to: http://msdn.microsoft.com/en-us/library/dd312129.aspx.
For this work item type import history scenario, I suggest you submit it as a suggestion to User Voice site at: http://visualstudio.uservoice.com/forums/121579-visual-studio. Microsoft engineers will evaluate them seriously.

I have done a workaround to find out a way to track the work item import history. I got a clue in the back end. I 've noticed some records adding to the "tbl_command" everytime I import a work item template. As we know for every TPC there will be a database created in the back end. This 'tbl_command' stores the who and when the command was run, machine IP address on which the command was executed etc
