Can a workflow state change require a creation of related work item?

Question

Hello everybody,

 I have the following scenario:
Every time a user sets the state of an issue to closed he should be promted to create a related work item, so that the dialog comes up, that normally is displayed if I right-click the work item in the list and say "Add related work item".

Is such a scenario possible? Can it be accomplished with the workflow actions?
How would I go about it?

This is not possible with the existing work item tracking rules engine.
