Currently we are using Bugzilla to manage our defects from our offshore vendor. We are using TFS for source control. We'd like to move all of the defects and issues from Bugzilla into TFS work items (with history/attachments/links/etc).

We are using both the CMMI and conchango process templates.

Are there any COTS solutions available for full fidelity Bugzilla to TFS migrations?

No, sorry, I don't think so.  All of the integration solutions that we know about are posted on the TFS Migration and Integration Solutions page.

Depending on your requirements you might be able to come through Excel to import content to TFS.  The main thing to consider down that path is what happens to relationships between items (links), attachments and your history.  The Test Case Migrator Plus utility on CodePlex is an Excel based import tool and it has been enhanced recently to add support for preservation of link relationships.  Building a Bugzilla adapter for the TFS Integration Platform is another option, but that is a relatively large investment for any one customer simply looking to move content.
