Yes, you have some options
Read Shai Raitens post on QC 2 TFS migration in 3 hours
http://blogs.microsoft.co.il/blogs/shair/archive/2010/03/24/quality-center-2-tfs-2010-migration-in-3-hours.aspx It looks like its a commercial 3rd party tool http://blogs.microsoft.co.il/blogs/shair/archive/2010/07/25/scrat-quality-center-to-tfs-2010-in-hours-instead-of-months.aspxYou might find other options like the Test Case Migrator Plus http://tcmimport.codeplex.com/
The tool lets you import test cases exported from QC to excel. I used the tool for importing test cases and imported about 120 test cases from word in less than 20 minutes.I would personaly take a look at the tool Shai's posted on, Even if it costs, the time saved could be well worth it, especially if you wnat to extract more then just testcases with its steps.

Hi,
You can use Scrat (http://www.sela.co.il/scrat/) , Migrate FULL HP Quality Center projects to TFS 2010.
Migration of all QC elements (Requirements, Bugs, Test Cases, Attachments, History and Links between items) to TFS 2010 and their interrelationships links, Fully customizable (you decide what and how to migrate each item) or fully mirrored migration (migrate everything ‘as-is’).
Brian Harry - Another option to get data from Quality Center into TFS
