TFS Migration error

TF14098: Access Denied: User needs ReviseOther permission(s) for all
items in the changeset.

Check to make sure the account you are using has permissions in the Team Project you are migrating VSS into, and of course an Admin in VSS. Good TFS2010 step by step here if you need it (http://nigelonagile.com/2010/09/01/step-by-step-vss-to-tfs-migration/)

According to your description of the issue, I suppose you are migrating VSS to TFS version control under one team project. If I have misunderstood anything, please free feel to let me know.
Did you have VSS administrator permission?
Would you please try to use tf permission command to check the version control permission of the user?
tf permission /user:usernameYou can use tf permission command add permissions.
I hope this information will help resolve this issue.
