I have a number of customers that need access to TellMe from a PayPhone or other blocked devices. Is there a list of 'unblocked' or 'open' phone numbers?

One of cleints just posed an interesting question to me:

He has a number of customers that need access to standard TellMe services from a PayPhone or other blocked devices.   Is there a list of 'unblocked' or 'open' phone numbers?

He might be willing to establish his own phone access code to the TellMe network (depending on price) but would like to know all of his pay-phone calling options.
