Surface/Windows 7 touch Keyboard - disabling function keys

Hi,
Is there any way to disable the function keys on the onscreen keyboard? I'm working on a program that will be run on a public kiosk, and I don't want people to Alt-F4 it! However, I do want people to be able to input basic strings...
Is this an impossible task? Should I use one of the other modular keyboards out there?
