You need to give read/write permission on c:\windows\system 32\config\SYSTEM~1\app data\local\temp to the account used to execut the exe

How do you run exe file from SQL Server 2008 - Is it with xp_cmdshell?

Does sql server service account / your account  got read /write permissions on that folders?

You might not have read / write permissions on that folder
