160bit ms dos subsystem error

sir,
when i trying to run an exe file in my windows 7 system with sql server 2008 r2,an error message appears "c:\windows\system 32\config\SYSTEM~1\app data\local\temp".a temporary file needed for initialization could not be created or could not be written to.make sure the directory path exists,and the disk space is available.give me a solution to this error..

How do you run exe file from SQL Server 2008 - Is it with xp_cmdshell?
Does sql server service account / your account got read /write permissions on that folders?
