You can use the Failover Cluster Management tool, can be started from Start -> Administrative Tools -> Failover Cluster Management

Failover clustering is no feature of Windows 2008 or Windows 2008R. You will need Enterprise, Datacenter or Itanium Edition for that. (see: http://www.microsoft.com/windowsserver2008/en/us/r2-compare-specs.aspx)
Then make sure that you have a fully functional Windows 2008 Failover cluster. There are some excellent step-by-step guides available here: http://www.microsoft.com/downloads/details.aspx?familyid=518D870C-FA3E-4F6A-97F5-ACAF31DE6DCE&displaylang=en
After that you can start installing your SQL 2008 failover instance(s), see BOL on how to Create a new SQL Failover Cluster: http://msdn.microsoft.com/en-us/library/ms179530.aspx
