ADMINISTER BULK OPERATIONS is a permission. You can grant the ADMINISTER BULK OPERATIONS permission to a login.
(GRANT ADMINISTER BULK OPERATIONS TO [domain\Freddy];)

BULKADMIN is a fixed server role that has the ADMINISTER BULK OPERATIONS permission. You can add a login to the BULKADMIN fixed server role.
(ALTER ROLE BULKADMIN ADD MEMBER [domain\Freddy]; or EXEC sp_addsrvrolemember [domain\Freddy], 'BULKADMIN';)

I guess Freddy wanted to know the practical difference. That is, what happens if I add user to the bulkadmin role vs what happens if I grant him ADMINISTER BULK OPERATIONS?

I have not been able to notice any differences, but I have not made very close investigations.

Lo siento. I agree. There should be no difference.

    Buenos dias

These two are functionally equivalent. The BULKADMIN role is part of the old permission system that was originally in the product. It is not very granular. The ADMINISTER BULK OPERATIONS permission is part of the new, more detailed permission system introduced in SQL Server 2005. In this case, they are the same. But in many situations, the new system is much better. So I recommend the new system whenever possible. Get to know it. Get to love it. Conocerla. Llegar a amarla.
