Are Report Builder 2.0 and 3.0 free, please?

No, They are not free.

You legally need SQl server licence to run them.

It is clear that the license of Report Builder 1.0-SSRS 2005 follows the SQL Server 2005 license, but it isn't more clear for

Report Builder 2.0/3.0 for SSRS 2008/2008 R2.

Does exist a Microsoft official note about this licensing? The Report Builder 2.0 and 3.0 are downloadable, while it isn't possible for Report Builder 1.0?

If anyone has a previous version (2000/2005), can him free download Report Builder 2.0/3.0?

The Report Builder 2.0/3.0 as it are free available and usable, see also:

But you create RDL files to deploy to a SSRS and if user want to access those reports on SSRS CALs (Clients Access Licence) are required.

Where do you differ between "SQL Server 2008 license" and "SQL license" (at all, what's a "SQL license"?).

You need MS SQL Server CALs to access SSRS.

It is true that the license of Report Builder 1.0-SSRS 2005 follows the SQL Server 2005 license; it is the same to Report Builder 2.0/3.0 for SSRS 2008/2008 R2.

When you download the RB 2.0 or RB 3.0 from the Microsoft Download center and then install it, you will be prompted to read and accepta a EULA.  This EULA clearly states that you need to use RB in conjunction with specific licenses of SQL Server.   It does not mean that you need to license each user machine - it means that you must have appropriate licenses in place.  SQL Server in general is licensed in two ways:

1) CAL - each user must have a client access license.  You pay a smaller upfront fee for the server and then you add users at a cost per user

2) Per CPU - each server is licensed to handle arbitrary numbers of users to the capacity that can be handled by the number of licensed CPUs on the computer.  

Either way, you do need to have purchased and licenses SQL Server.  Once you have done this, and the edition of that SQL Server matches those described in the RB EULA, then you should be pretty much good to go.
