Can notifications be sent out for changes?

Question

Hi, I noticed that a business rule can send a notification when there is a validation error. How about being able to send out notifications for changes in general?

I tried having an If condition that watches for changes to an attribute and then an action would be to change the value of another attribute. I also have an email notification set, but no emails are sent for these changes. Is this possible without leveraging a workflow?

As of now, to Send Email Notification, the Business Rule must have a Validation Action and MDS will send a mail when the Validation fails
