Microsoft SQL Server 2008 R2 RTM - Management Studio Express - can't install, unhandled exception occured

I installed SQL server 2008 SP3 Express Edition without any problem, but now I am trying to download SQL server 2008 management studio express and it keeps telling my unhandled exception occured in your application. I tried ignoring the error and it won't function properly so I uninstalled it and now tried to reinstall and still get the same error.
Help!

I read another reply on here where people were having the same problem, and the resolution everyone was praising was to delete the user\config. which I did, now I am having problems with both the SQL express and the SQL r2 Management studio, it's saying "configuration system failed to initialize" Here is the exact issue below...it's looking for the file I deleted now.

Hi confusedcourt,
You could delete the preexisting user.config file listed in the error and rerun setup.
If it is not work, it may be caused by .NET Framework. You could reinstall .NET Framework 3.5 SP1 to see if it would be OK.
