How to open files type SQLSUO & SQLSSMSSLN from sql express 2008 R2

I would like to be able to open solution and project files in SSMS. I would also like to be able to design SSIS packages. Is there any free version of sql 2008 r2 that I can upgrade to or how should I proceed?
